States’ telecom tower rules not in line with central government’s norms, says TAIPA

According to the Tower and Infrastructure Providers Association (TAIPA), telecom operators continue to face hassles in the process of mobile tower installation owing to the imposition of tough rules by states, which are not in line with central government norms.

Apart from the states of Haryana, Jharkhand, Rajasthan, Kerala and Odisha, the right of way (RoW) rules of no other state have been aligned with the policy released by Department of Telecommunications (DoT).

According to the RoW policy issued by the DoT in November 2016, there is no restriction on the location of telecom towers. The policy streamlines processes by providing single window clearance mechanism, defined time-period for approvals, appointment of nodal officers, nominal administrative fees and deemed approval in support of the Digital India mission.

However, state rules have become major impediments for the installation of mobile towers. The states of Gujarat, Madhya Pradesh, Punjab, Karnataka, Himachal Pradesh and Maharashtra top the list where operators are facing huge problems.
